Do both. Always. But prioritize based on your current state:
If your site has technical issues (slow, crawl errors, broken mobile experience): fix technical SEO first. No point producing content if Google cannot find or properly index it.
If your site is technically sound but lacks content: invest in content production. Target purchase-intent keywords first (bottom of funnel), then build topical authority with educational content.
